I have already changed the thermostat and radiator hoses are ok water pump is fine but fans won't work.
How do I check the fans on a 1998 Honda Accord 6cyl V-Tech they don't turn on?
the simple answer is to test the fans with a 12v test light. if you don't have one you can buy one for cheap at any parts store or at Sears.
there are several parameters that have to be met for the radiator fan to work. the engine temperature must be over 199 degrees for the fan switch to close and to signal the radiator fan control module to ground the radiator fan relay.
so, run the engine up to temperature (after the engine thermostat opens) and check the wires at the radiator fan motor connector by backprobing the connector with the test light. if the light in the test light comes on all of the circuits are good and the fan motor is seized or open circuited.
if the test light doesn't light and the engine temp is up then there is a problem on the power side. Here's an explanation of the powerflow through the circuit

Voltage is provided at all times to the radiator fan
relay contacts through fuse 57 and to the
condenser fan relay contacts through fuse 58. The
radiator fan control module controls power to the
coils of the relays.
The radiator fan control module is supplied battery
voltage at all times through fuse 58. When the
ignition switch ON (II), voltage is also supplied to
the module through fuses 3 and 6 (in the driver鈥檚
under-dash fuse/relay box).
The relays are grounded by either radiator fan
switch A or the PCM. Grounding the relays
energizes their coils and applies battery voltage
to the radiator and condenser fan motors. Both
fans then run until ground is removed from the
relay coils.
so, if there is no power to the fan motor, start by checking the fuses in the underhood fuse and relay box and the under dash fuse box.
then if the fuses are good, change the fan relay with any other relay in the underhood fuse and relay box i(n the right rear of the engine compartment) that is the same size and has the same pin configuration. the relays just pull straight up to remove them, much like unplugging a plug from an electrical socket. most honda relays are the same.
it would be unusual for the temp switch to be the cause but it is possible. the temp switch is located at the the thermostat housing and looks like the coolant temp sensor.
as for the AC condensor fan, turn the air conditioning ON when the engine is running. the condensor fan should come on automatically. if it doesn't run, use the test light to see if there is power to the condensor fan. if there is power, then the motor is open circuited or seized. there is also a condensor fan relay in the underhood fuse and relay box that you can change out if the test light doesn't come on when you backprobe that connector.

Here goes... 1St do the fans turn freely by hand and arent loose? Check the fuses. If theyre ok then swap the relays with the A/C or horn. You will see which ones are the same. Still no fans ? There is a switch in the radiator with 2 wires going to it. Bottom drivers side. Carefully jump the 2 wires with a paper clip...Dont let the clip touch anything metal or it will blow the fuse for sure...Still doesnt work, email me and I will tell you more stuff to check
